Background

Kosovo is committed to the development of an effective decentralized system of administration. This is also a commitment to the promotion, respect and enhancement of European values and principles of local democracy, the respect for human rights of all citizens, the empowerment of all communities for their active participation in local decision-making, and the effective provision of services to the citizens

Working together with the Kosovo institutions, and other development partners and donors, as part of the democratic governance programme, UNDP is supporting the development of a long-term programme for decentralization and effective local government in Kosovo. In cooperation with the Ministry of Local Government and Administration, the programme was organized around an extensively participatory and consultative process involving line ministries, the Kosovo Association of Municipalities, and most of the international donor agencies who work in this area.

This project is a direct follow-up of the consolidated programme, 'Roadmap for decentralization and effective local government in Kosovo', consists of concrete proposals organized under four broad intervention groups - (i) local governance and administration; (ii) local service delivery; (iii) intergovernmental and municipal finance; and (iv) central-local cooperation, which are aimed at comprehensively addressing the most critical issues and bottlenecks currently faced at the local and national level as a result of the decentralization process.

In this context, the project will aim to create the necessary conditions for implementation of the ‘Roadmap for decentralization and effective local government in Kosovo’, thus UNDP will initially assist the MLGA through the Support to Decentralization project:

  1. To support the Inter-Ministerial Working Group on Decentralization, in establishing a clearer and functional role, responsibilities and accompanying procedures;
  2. To put in place a more effective central support system for inter-municipal cooperation and develop a set of regulations on different cooperation modalities;
  3. To support the newly created municipalities in establishing their development plans;
  4. To support the municipalities in tracking public satisfaction with service delivery in each municipality (follow-up of Kosovo Mosaic 2004 and 2006 reports);
  5. To strengthen coordination mechanisms for international assistance of municipal development, through establishment of aid coordination system in the MLGA.

Decentralisation of power to local governments and creation of new municipalities where minority communities predominate will be high on Kosovo’s development agenda in the next 2-3 years. Effective and inclusive implementation of the decentralization agenda promises the best solution for integrating minority communities and building a meaningfully multi-ethnic society in Kosovo, as well as an instrument for producing better public service outcomes and bringing government closer to the people.

The UNDP Support to Decentralisation in Kosovo project (SDK) is supporting the Ministry of Local Government Administration in implementing the ambitious decentralization agenda on different levels. An important component is building the institutional capacity.

Thus, UNDP Kosovo is seeking exceptional candidates for a SDK consultancy position as Junior Local Consultant, who will be working directly with the respective municipality.

Duties and Responsibilities

Under the direct supervision of the SDK project manager and the overall guidance of the Mayor of the respective municipality, Junior Local Consultant will be working directly with the municipality and will execute the duties and responsibilities outlined below:

  • Follow up with respective municipality in implementation of the overall Municipal Development Strategy.
  • Analyze and evaluate jointly, with the municipal authorities, effectiveness of results and impacts that the strategy has been able to achieve against objective, targets and indicators stated in the strategy;
  • Provide feedback and recommendations for subsequent decision making and necessary steps that need to be taken by the national stakeholders in order to ensure sustainability of the strategy ’s outcomes/results;
  • Support municipality in identifying priority projects as per municipal development strategy
  • Support Municipality in preparing project pipelines
  • Responsible for monitoring progress and implementation of the municipal strategy.
  • Perform other duties as required by the municipal management.
  • Prepare annual reports and other reports.

Competencies

  • Sound knowledge of decentralization processes and effective local governance;
  • Excellent management and communication skills;
  • Sound judgment, flexibility and adaptability, excellent interpersonal skills;
  • Demonstrated capacity of team-orientation work
  • Knowledge of Kosovo context and similar experiences is highly desirable.

Required Skills and Experience

  • University degree in law, public administration or other relevant field institution;
  • A minimum of five years of working experience in the area of public administration, local government, decentralization;
  • Experience in preparing reports, evaluation;
  • Working knowledge with local institutions and international organizations;
  • Fluency in spoken and written of Serbian and Albanian language is required; limited knowledge of English language
